1980? Yamaha towny moped 49cc

Cant find data plate on it. Someone did a rough paint job on it. Has new tires and a new stator. Does run but kick starter doesnt work, jammed up inside somehow? Leaks gas on petcock and missing screws and fenders maybe more. I bought it with a different bike and just looking to sell. Definitely a project has all the keys. Any questions just ask. No title
